The LifeStraws and water carriers are being flown out this week and will join the 1,900 ShelterBox tents already deployed in the country and the 624 ShelterBoxes which are on their way to Pakistan.

A family-sized water filtration unit or LifeStraw can filter a minimum of 18,000 litres of water – providing safe and potentially life-saving drinking water for displaced families.

Jessica Stanton, ShelterBox Operations Coordinator, said: ‘Children and the elderly are particularly vulnerable without clean drinking water and there has been a reported significant increase in diarrhea, dysentery and other diseases with a cholera epidemic the worst case scenario. This is an immediate and critical need so we’re sending a consignment of LifeStraws to Pakistan.

‘LifeStraws make dirty water safe to drink. They are an essential bit of kit that we normally put in ShelterBox packs and they will make a huge difference to those affected by the flooding. We plan to send many more as soon as possible as the health risks from drinking dirty water are so huge.’

REPORT OF ACTION OF THE 2010 COUNCIL ON LEGISLATION

OF ROTARY INTERNATIONAL

To all Rotary clubs:

The Council on Legislation of Rotary International met 25-30 April 2010 in Chicago, Illinois, USA. In accordance with section 8.140.2. of the bylaws of RI, I am issuing this report on the actions taken by the Council, including the text of the 66 pieces of adopted legislation.

The Council considered 220 pieces of proposed legislation. These included 128 enactments (proposals to amend the constitutional documents of RI) and 92 resolutions (proposals which do not seek to amend the constitutional documents of RI). Of these, the Council adopted 47 enactments and 19 resolutions. The Council referred 3 pieces to the RI Board for further study. The Council rejected 101 proposals, and 50 proposals were withdrawn or considered withdrawn. Of the 66 adopted proposals, the Council adopted 51 exactly as they were proposed, while 15 were adopted with amendments. Those adopted with amendments are noted in the report by an asterisk (*) after the number of the proposal. You will note that, where necessitated by amendments, the titles of the proposals have been changed to accurately reflect the final intent of the legislation.

The legislation contained in this report is presented in the format used by the Council. It illustrates changes to the current constitutional documents of RI by underlining new text and lining through deleted text.

As you study these items of legislation, please bear in mind that each piece of legislation must stand alone as it was adopted. Each adopted enactment was drafted to achieve its individual purpose by amending the constitutional documents as they currently exist. Where two or more pieces seek to change the same section of a document, all overlapping and correlative changes will be made in the production of the 2010 Manual of Procedure.

At the end of this report is an “Opposition to Legislation Report Form.” In accordance with section 8.140.3. of the RI Bylaws, any club may use this form to record its opposition to any adopted enactment or resolution. Completed forms must reach RI Headquarters in Evanston by 30 August 2010. If, by that time, the required number of votes in opposition have been filed regarding any item of legislation adopted by the Council, that item will be considered suspended. A ballot will then be prepared and distributed to each club within one month of the suspension. The ballot will submit the question of whether the action of the Council should be sustained in regard to the suspended item of legislation. The ballot will be conducted according to the provisions of sections 8.140.5., 8.140.6. and 8.140.7. of the RI Bylaws. Based on the results of the ballot, the suspended item will either be nullified or reinstated.

Please note that a club should complete and return the form at the end of this report only if it wishes to oppose some action by the Council. If a club does not wish to oppose an action of the 2010 Council on Legislation, no action is required.

Dear Rotarians,

Everything has continued to go very well here in Dakar. I am finishing up my thesis about speech, language and voice disorders in Senegal. I will defend it before an academic jury before I leave in July. My time in Senegal as an ambassadorial scholar has been incredibly enriching. Not only is this a period of cultural and academic exchange, but a period of deep personal growth. My eyes have been opened in new directions that I never even knew existed before.

Last week I joined my Rotary host counsellor in going to Ouagadougou, Burkina Faso for the 36th annual district conference for district 9100. The district is comprised of 14 countries in West Africa. The diversity at the conference was astounding. There were Rotarians of all different ethnicities and cultures. Some Rotarians wore formal black suits, some wore colorful bubus with Rotary emblems on the fabric, and some from Mali were wear traditional Tuareg robes and turbans. There were head-sets available for instantaneous French to English translation. In spite of any superficial differences though, everyone was united under the Rotarian ideologies of advancing goodwill, understanding and peace through service and community support.

During the conference, we frequently discussed The New Vision Plan, which will be the focus for the new Rotary year, starting in July. The New Vision plan focuses on peace and conflict resolution, disease prevention and treatment, water and sanitation, maternal and child health, basic education and literacy and economic and community development. My favorite part of the conference was a small discussion group that focused on water and sanitation. We discussed how all six topics of the New Vision Plan are profoundly influenced by water, and how water is a particularly important issue in West Africa. Rotary is involved with over 6000 projects worldwide involving water. The goal is to have a 50% reduction in people with no access to clean drinking water by 2015. Just a few weeks ago one of the Rotary clubs I am involved with in Dakar installed wells in a village so there will be better access to clean drinking water.

In Dakar I am finding great satisfaction in my service activities. I am co-leading a speech therapy group for autistic children in the pediatric psychiatry unit of a local hospital. I co-lead the group with a Senegalese speech pathologist. She corresponds with the children in Wolof, whereas I focus on teaching the children linguistic skills in French, and also basic Wolof. I have supplied almost all of the materials that we use for speech and language therapy in the group. After six months, the results are amazing. I will share with you the story of Medune, a five-year-old boy in the speech therapy group. Medune was placed in the clinic because he was thought to be autistic, but I only recently found out the real story of his past. When we started the group in November, Medune was totally non-verbal. He did not know how to speak. Months later, I learned that Medune had been abandoned as a very young child when his parents left Senegal to move to Mauritania, leaving him in the street. Medune was homeless, living in the streets with no one to care for him. Years later, Medune was recently found by a social services organization and placed in his grandparent’s home. It is natural that Medune never learned to speak as a young child if he had no linguistic stimulation or loved one to take care of him. Very quickly after we started doing speech and language exercises in the group, Medune started imitating sounds, then talking, and then singing! Now Medune is a model for all the other children, singing, paying attention, and talking regularly. He will most likely start going to school with normally developing children of his age in less than a year. It is an amazing success story!!

Thank you for this wonderful opportunity to learn and grow in West Africa. I have had some of the most rewarding experiences of my life! Would you mind forwarding this on to other Rotarians in the district I don’t have the email addresses for?

Sincerely,
